NIS Update 15th August 2006
No Planning Application for AWE Hydrodynamic Facility
West Berkshire Council (WBC) has not listed an AWE planning application since the Relocation of a 20 metre high anemometer tower in November 2005. The list of applications from 2000 to date is at the end of this Update.
Changes to Outline Plan Regulations Changes to Outline Planning Application regulations came into force on 10th August 2000. Applicants are now required to demonstrate more clearly that the proposals have been properly considered in the light of relevant policies and the site’s constraints and opportunities. Outline permission is granted subject to conditions requiring the subsequent approval of one or more reserved matters. Reserved matters now comprise: Layout, Scale, Appearance, Access and Landscaping. Detailed information under these headings is now required at the Outline stage.
Plans Refused for Housing development near Aldermaston
Details of a proposed development by City And Capital (UK) Ltd. for 237 new dwellings on the old Banger Racing Track, Paices Hill, opposite AWE Aldermaston were given in the July 2005 NIS Update. In September, following objections by groups, individuals and the Environment Agency, WBC refused the Application. The Applicant has now appealed and it is expected to go to a Public Inquiry. If the written representations procedure is used, the decision is made following an exchange of written evidence from the Appellant and the Local Planning Authority. If there is a hearing in front of an Appeal Officer, an exchange views and discuss can take place.

NEW Planning Applications for House Building near AWE
1. A Planning Application for house building near AWE Aldermaston is open for objection on the grounds of safety. The site, off the A340 road out of Aldermaston village towards the A4 is within 2Km of AWE and would require evacuation and shelter arrangements in the event of an accident. The number of people affected by an accident should be kept to a minimum to enable the emergency services to cope with existing residents in the danger area.

2. A Planning Application for a new urban area near AWE Burghfield is open for objection on the grounds of safety. The proposal for 7,500 homes and infrastructure to be built about 2Km from AWE Burghfield is shocking. The AWE site, where nuclear weapons are assembled and disassembled, is currently subject to Nuclear Installations Inspectorate criticism for out of date facilities that are a safety risk.
